This memorandum outlines the perceptions of cognizant personnel within the Navy Accounting and Finance Center (NAFC) regarding the baseline planning environment present at NAFC and the impact on the Financial Management Improvement Program (FMIP) Master Plan. The comments discussed within this memorandum were collected by The Orkand Corporation through the administration of a questionnaire and a series of on-site interviews with selected key personnel within NAFC who were either involved in or directly affected by the planning process. These findings will be integrated into a separate assessment of the planning process for development and update of the FMIP being conducted by The Orkand Corporation, to follow at a later date.
